Not all troops do this the same way, so check with your troop leader.
Ie: Some troop leaders will buy your uniforms for you, some will not. Some girl scout leaders require the full out uniform, not what is listed below as the basic uniform.
The difference between a full uniform and a basic uniform is huge. So a basic uniform, which is what I require, is just the vest. If you get the full uniform, it includes everything from a t shirt, skort or pants, hat, neckerchief, neckerchief slide, etc (and the price is much steeper).
Having your leader buy your uniform using uniform dues is helpful, in my opinion, to scouts, parents, and the leaders. The reason for this being is that I know exactly what you need and you don't buy the wrong uniform pieces by accident. When your leader buys it, it is not taxed (if you go in, you will be paying taxes on it) and it saves you a car trip. If you shop with children, you know how much a pain it can be. Good thing everyone in council knows my kids, hahaha. I personally iron on all the insigna (patches) for my parents and kids and such because it is much easier, less of a headache and helps everyone. You don't have to worry about losing the patches, worry about where to put them, etc.
So to me, this seemed like the best benefit for everyone and saves frustration on everyone's part.
So here it is and the Breakdown...
Uniforms and patches are more expensive than they used to be last year. We have modified what uniform dues cover so there is no price increase on your part but includes all the basics. Your uniform dues span TWO years and in the CSA years (cadette, senior, ambassador), can cover you for much longer. So think of the cost as spread out over time as well.
A good cookie (fundraising) season helps cover the rest of the events, patches and earned awards.
Also, important to note, Uniform Dues are not Troop Dues.
If you paid last years uniform dues, you will get exactly what you paid for: ie: your girls guide book and the journey books so you won't have to pay for that down the road.
Important: Now, these will be separate costs and your leader(s) will have the books at the meeting so if you don't want them, you don't have to get them.

Why the change in how uniform dues are done?
To make the cost of the uniform the same between the girls who get financial assistance and those that do not the same was important for us leaders and for our girls. Now that financial aid has shifted what is covered, the troop is following suit. So girls not on financial aid will only have to buy the things that are covered under financial aid. The girl scout guide to scouting book is covered by financial aid, but we are making it optional for everyone (based on our experience as leaders).
What it actually boils down to is....
The square root of the uniform dues is....too much!!!
